"Air Training Command Commander from 26 June 1954 to 31 July 1958. He attended Virginia Military Institute and later graduated from the United States Military Academy in 1923.

He entered flying training at Brooks and Kelly Fields, Texas and earned his pilot's wings in 1924. He was a pilot instructor at Brooks Field and then served as a line pilot in the Philippines. He then served at Brooks Field, before transferring to Randolph Field in 1931 where he was an instructor, engineering officer, and squadron commander. In 1938-38 he attended the Air Corps Tactical School at Maxwell Field, Alabama before becoming an instructor with the New York National Guard.

In late 1940 he became Director of Training, Goodfellow Army Air Field, Texas, and then became Chief of Plans and Training in the Central Flying Training Command Headquarters, at Randolph Field. In December 1943, he assumed command of the 77th Flying Training Wing, Foster Field, Victoria, Texas. This was followed in September 1944 with duty as Chief of Staff, Twelfth Air Force in Italy.

In 1945, he returned to Randolph Field, first as Chief of Staff, and then as Deputy Commander of the Flying Training Command. He then became Chief of Staff, Far East Air Materiel Command at Fuchu, Japan in May 1947. In October of that year he took command of the 136th Bombardment Wing, Kadena AB, Okinawa. He then became Commanding General, 1st Air Division, Far East Air Forces and when the 1st Air Division was replaced by the Thirteenth Air Force in December 1948, he became its Commanding General, He was then Vice Commander, Continental Air Command, from May 1948 until January 1951 when the Air Defense Command was at Colorado Springs, Colorado.

In March 1952, he was appointed Commander in Chief, Northeast Air Command, headquartered in Newfoundland. This was followed in July 1954 by his assignment as Commander, Air Training Command. When the command moved from Scott AFB, Illinois, to Randolph AFB, Texas, he continued as commander until his retirement on 31 July 1958."
